Wireless repeater

I'm having a problem with the wifi repeater at my work. Packets that traverse the network between our actual access point and the repeater seem to get lost in transmission. For example If I'm close to the repeater and try to ping the main access point i usually get 50% loss. If i'm near the access point and try to ping the repeater then I lose packets. If i'm near which ever device i'm trying to ping I experience no packet loss. The weird bit is that anywhere I am when I try to ping the default gateway which is directly connected to the main access point I experience data loss. We do use power over ethernet to power these devices so I don't know if that could be causing problems. Any ideas?
 
It's actually a problem with the main access point, I did a little more looking into it and we actually just have two access points rather than one and a repeater. For some reason neither of them seem to want to work like they're supposed to. I've watched traffic passing over the network and it doesn't really seem any different between when the network is functioning properly and when it isn't. It's really got me baffled.
