I came into work this morning and turned on my work computer

It keeps restarting itself literally every 3 seconds

There is a clicking noise coming from the CPU cause its restarting and u can hear the harddrive restarting itself also

whats going on?

Could the On button have jammed itself in? Turn off power at the back and operate button a few times to unjam. There's no easy way to check further other than disconnecting internally. If it's not that, it could be quite a serious issue.

Try disconnecting any hardware not required to boot and see if it still does it. Also try disconnecting the hard drive to see if it will allow you to post and access the bios without rebooting. If it does then you have a hard drive issue. If you hear clicking then most likely its the hard drive.

ok i disconnected the HD and turned it on, nothing is showing up on monitor. the clicking noise is still there. no wires are hitting the fan or anything. the noise is coming from the cpu.

A cpu will not make noise, at least I've never heard one make noise. Are you sure its not coming from the cpu fan?

its not a normal clicking noise, its a noise that is literally sounding like it keeps rebooting. not a beep, not a click. its not the fan, there are no wires touching the fan, and the fan is working. the noise is coming from under it
and when the HD is plugged in it makes a "rebooting" noise also

ok it sounds like the sound is coming from the left of the cpu. the sound is like a breaker tripping, but a really tiny breaker tripping

I would suggest you take this machine into a computer repair shop and let them diagnose the issue. Sounds like you might capacitors popping or something, which means you would need a new motherboard.

well heres the thing, i mean i know how to check that kinda stuff, there are no burn spots, no poped caps, no nothing.

friday the computer was working fine, i shut it down, added another stick of memory in it and went home, there has been no storms over the weekend, no nothing. come in this morning and bam, computer dont work.

Did you run the PC last week after you added the memory? If not, remove the extra memory and try again. It seems to be the only thing changed since Friday.

no, all i did was put it in on Friday and left work, came in on Monday and it wouldn't turn on, i pulled the stick back out and it was still not starting, it just kept on restarting itself after 3 seconds, and like i said it kept sounding like a small breaker was tripping.

okay so i bought a new power supply, 2 of them actually, tried them both and it still dont work.

JOHNB35- i tried the cmos battery as stated in other post and still nothing.

im stumped on this one guys

It may be shorting something on the Mobo...which will cause a restart, check to see if there are any burn marks...
