Workaround for port blocked by ISP

I was searching for a way to circunvent the problem of ports blocked by ISP, but only found solution regarding changing the port used on the program it self.
The problem is that some of the programs don't offer this kind of configuration, so how do you belive is the best way the change the ports used by those programs?

i can see your looking for trouble from many herel I have had to change ports but its the way you express your self. circunventing hmmm.

if ya don't want a body slam then what is is for. i have been requested in the past to change ports from comcast for email and ftp.

what operating system?
What proggy?
 
What program are you trying to change em' for?

The only time I've ever had to do anything similar was moving from port 25 to port 80 for home server SMTP access.

What was your solution for the Comcast deal?
I'm using XP and the program is sa-mp.
PS:I would like to say that i'm not breaking my ToS, in there it doesn't say that the port is blocked and since they can't fix it i just have to do it on my own.
I was looking more into port redirect, but the thing is if a out port is redirected the packet will go out in a customized port, so when it comes back(in packet)won't it try to use the default blocked port(one can only control the out port)?
