cyrrent setup:
4gb ram
Intel core 2 duo 2.2 ghz
Hd 4650

If I buy a radeon 7759 2gb DDR3 pcie 3.0 would it be slowed down because of the current cpu? What if I buy a quad core cpu? Trying to upgrade to better video but dont have too much to spend. Need suggestions please.

Which Core 2 Duo do you have exactly? Depending on which one you have, you could maybe try overclocking it and get extra performance that way.

I built the pc myself a few years back. Not overclocked.
Mobo: Biostar G41-M7
CPU: Intel(R) Core(TM)2 Duo CPU E4500 @ 2.20GHz
Total Memory 3072MB because I have 32 bit not 64 bit
Current video card: ATI Radeon HD 4600 Series (4650)
Power Supply: 250w

Games I'd like to run better but I can play already: StarCraft 2, Dark Souls, Saints Row The Third.
Mostly I spend my time playing SC2 although I lag when the big fights come up and their are a bunch of units on the map. I'd like to fix this by doing a cheap upgrade, if you guys think its necessary.

You would definitely need to get a better PSU, why would you use a 250W if you built it yourself?

To upgrade you're really looking at getting a whole new system, you'd have to get a new CPU, motherboard, RAM, video card, and power supply.

250w because the PSU cost me $10 and I didn't have a lot of money for pc. What im saying is what about upgrading without motherboard and ram. Keep the same socket and the pcie 1.0.

Would it under perform because of the cpu I have?
How much would the video card be slowed down by the cpu I currently have?

You'll definitely need a new PSU without a question or shadow of doubt if you want a graphics card.

The CPU is fairly low-end, but if you get a fairly low-end card too it should be OK. Don't get anything more powerful than a 7750 or 7770.

I just saw that is said socket LGA 1155 and when I searched lga 775 newegg told me that was the only thing. Were cpu's with LGA 775 stop being made?

Yeah 775 is an older socket. If you want a quad-core for 775, look into the Core 2 Quads (Q6600 was a popular one and overclocked very nicely, as did the Q9300). If you want a more powerful dual-core, go for a Core 2 Duo E8400.
