Worthy Upgrade?

I have a very old Emachines computer that my family uses. It has an Intel Celeron 2.8GHz processor. I believe the socket for that is 478. I looked on NewEgg and saw the Pentium 4 3.0GHz is only $80. But is this that much of an upgrade?

Go to ebay to find a second hand one. Not worth buying new...

more ram would probably be a better investment, or more hard drive space.
