Would 450w be enough to run a Radeon HD 7850 1GB

Simple answer is no. You have a very cheap 450 watt psu in that system. It doesn't provide enough amps to run the video card and the rest of your system. You will need a good unit from a major brand.

For a 7850 I would get this unit.

Adding to what John said, that PSU shouldn't be used with ANY discrete gpu, regardless.

You may be able to upgrade the cpu to a Phenom II quad core, depending on if your motherboard supports it. From there, a cheap upgrade would be a aftermarket cooler (If, again, it can fit on your motherboard) and overclock it. Or replace the motherboard and CPU all together. But that's not "on a budget."
