Would I be wasting money on a graphics card?

I built a system about six months ago and I know a good bit about that as a software engineer. However, gaming isn't really my forte, so I don't know much about graphics cards.

For a processor, I have the AMD Athlon II X2 250 Regor 3.0GHz. I'm really surprised how well this is doing for games. But, I'm still considering upgrading.

My first question: is anything less than a Direct X 11 card a waste of money? Secondly, what are the most important things to look for? The memory interface or size? I've read that, recently, the RAMDAC has become the most important spec of a graphics card. Is that true?

Which brands would you recommend? EVGA seems to have the best reputation from what I've been reading. Is this true?

I'm limited to a 350W power supply. However, I have 15A on the 12V rail available so I'm not too limited. This (http://www.newegg.com/Product/Product.aspx?Item=N82E16814130632) is the card I'm thinking of getting. I have a standard ATX case, though, so I don't know if the low profile cards fit into that. I know I got a low profile card for my last computer that was a small form factor case and it didn't fit in that. So, I'm not really sure.
