would this fan be good enough to oc?

i have opteron 165 1.8Ghz, which i want to oc to 2.6Ghz~2.8Ghz,
i wondered if this cpu fan is good enough, which i just bought for $50 CAN.

i have 4 more days to return if i wish to, well if it's not good enough to oc my cpu.
i don't know how to see if the fan is good or bad.
what's rpm?

Im not an expert on opteron's, but i doubt you could o/c to 2.8Ghz from 1.8Ghz stock on air cooling.

I think if your gonig to make that big of a leap in mhz the only thing that will keep up is watercooling.
