xp and two task bars

Using XP Pro. I have one taskbar with shortcuts and quick launch and hidden. a few days ago another showed up. Just blank. i can can right click, close and it goes away. Until i reboot. everytime i restart the blue bar is there. i have to close again. Any ideas for a fix?

I'll be dam if i know. I can't slide it except hide it. Nothing on it, just a blue bar. I tried creating shortcuts to the bar. won't accept it. i rebooted again and everyboot i have to right click hide. Idea was good though. i ran with it. that was not it.

any other ideas.........

One thing though i noticed. the blue task bar has a nine dots in the bottom of the right hand corner. (triangle) shape.
im using duel monitors. i can't drag it to the other screen. cant save icons on it. i don't have a clue.

Alright, sometime i feel a little stupid. (i hate admitting sometime but oh well). heres where im at. i never thought about it but heres the other part.
Duel 24" wide monitors. i tried dragging to the other screen before with no luck . sometime ya walk away and and come back. its on the other screen but still there. the only thing i can tell ya is i never had a task bar on the other screen. i have one main screen (primary) only. One problem left though. i can't get rid of it there either. thats it. if ya have a suggestion why i showed up it would be appreciated. more important how to just get rid of it completely since i don't want it.
I'll reboot and try again. maybe something in control panel.

Like stated about a screen shot would help a lot.
 
Show ya picture of the 2nd monitor won't help ya. I uninstalled on a hunch Ultramon for duel and triple monitors. reinstalled and all ok.
