XP Flash Player Update Fails

Hi,
I was given a XP Dell computer from work that works fine except when I go to Youtube..
The system says I need to install Flash Player, so I did and watched it install and finish.

When I go back to Youtube the site still says I need to install Adobe Flash Player... So I did it again, but the same error says I need to install Adobe Flash Player.

Is there something else I'm missing?

I can go and see anything on the internet but a youtube video.

Could there be a company Block left in the PC? Where should I look?
 
I would if I had the original Disks, but it is a hand me down XP box, that's all. No keyboard, mouse, monitor or cables, just the PC case with preinstalled XP.

It has XP service pack 2 but so far will not install pack 3 yet. It spent the last few years under a desk, without any XP updates.
 
SP3 will not load, it says I need to install sp2 first, but SP2 has been installed for years.
There is something missing and I don't give up

I'll uninstall Flash and try your thought next
