XP reboots before getting to desktop

This started about a week or two ago. I tried searching google, but I could not come up with the right string of words to aptly describe my problem.
On a cold start up, my computer will reach the point just before the desktop shows, (the pre desktop screen says, "applying pesonal settings" or something to that effect. Then a prompt reboot.

This cycle will continue for at least 3-4 times, I haven't had the patience to see how long it will go. If I boot up in Safe, then restart, all seems fine. If I go into bios for a while, all seems fine. I'm baffled.
 
Most likely a bad driver. Look in event viewer in safe mode to see if it says anything.
 
Yes, it logs system errors, application, and security. Right click on "my computer", click on manage, click on event viewer on the left. Then click on each of those listings on the right to see if anything is causing an error.
