XP shutdown icon locked!!!Need to solve quick.

I use Windows XP classic log in mode to log in to my computer. Just in case if someone cant log in into my computer or forgot their password there should be an option icon where it says "shutdown" In this case there is such icon but it doesnt work as in icon is locked. so how do I get the shutdown option working?

Classic mode doesnt have that so i dont know what you mean when yo usay it "should" to shutdown, just goto Options-->Shutdown :)
