XP Sp3?

It means you can download the version after Beta 2 but before the release, so there are still stuff needed to be worked out on it.
 
The beta for both Vista's SP1 and XP's SP3 are already in the works. SP3 is larger roll up of all updates and security fixes since SP2 came out in 2004. It will be larger in size being some 330mb over SP2's 266mb without IE 7 included.
 
If you have all of the latest updates already on no! Currently it's simply not ready for general use like any other beta. Once it's out then wait for the redistributable form where you save that to a folder in case Windows needs to be reinstalled. That will save a mountain of time rebooting after so many of the updates go on to see another reboot repeatedly.
 
I would personally stay away with the RC service packs, but if you want to try it then go ahead.
 
The description seen at one download page states:

An install popup for opening or saving is seen as soon as you arrive for the beta release there. But if you are currently updated through the MS site it's a waste of time going with the uncertainty of how this will work and what may be included?!
