Youtube stutters in the background while loading other web pages

Hi,

I frequently use YouTube for music while I am studying or just surfing the web. But within the past week loading a web page makes the YouTube in a background tab stutter, even if it's a minor web page such as craigslist. I haven't made any changes to my system. Does anyone have a suggestion as to a possible culprit and/or a fix?

I do typically run CCleaner once a month or so. I just ran it now, and I am having the same problem.

I also just noticed something. Chrome has implemented a new feature where a small speaker icon appears on a tab that is generating noise. When the computer stutters on YouTube videos, the icon also goes away temporarily until the YouTube video starts back up, so some service is aware that this problem is happening.
