CPU running underrated and speeds keep jumping...

I've recently noticed poor performance, and I opened up cpuid last night to see what clock speed I was at. I noticed it was at 150x12 or 1.8ghz-ish. I looked in my BIOS and saw that turbo boost was turned off and my multiplier is set to 21, so I should be at 3.15... Well after I reset to defaults and rebooted cpuid now shows the right speeds, however when I am playing Skyrim I still get major slowdowns for no reason and my GPU never goes over 60% with SLI off or 35% with it on so I figured it wasn't that. I opened up cpuid and everytime I've seen it its dropped well below 2ghz and the multiplier is at 9,10,or 12 even though I have it hard set at 21. All I can figure is my cpu keeps bottoming out for some unknown reason and that's what is giving me the issues. I played the game on max settings for the first month without a hiccup. I sent their support an email but I don't think it is on their end anymore. Is my processor crapping out? What would cause this if not? I've been entertaining the thought of upgrading to a 980x back when they came out (and 990x now) but I haven't just because I figured as long as my computer played games like I want there is no reason. I originally went with the 920 because I knew that I would kick my self if I bought the xtreme 4 core and then wanted the 6 core later. If I need to buy a new one it wouldn't be the worst thing I guess is what I'm getting at but again, I don't want to buy a $1000 processor if there is something else going on (obviously).

*Speedstep.
Cool and Quiet is an AMD feature. Speedstep is the Intel version of the same thing.

Either way, that would be a good start on trying to id this problem.

I kinda figured that, not much experience with intel overclocking, so I figured someone would correct me.

That was the other thing, I was drawing a blank last night when I was troubleshooting, I'll look as soon as I get home and post back, thanks!

here is what I would try, just to rule some things either in or out. Write out all of your OC settings, and then reset the BIOS via removing the CMOS battery and pushing the power button a few times. Then replace the CMOS battery and restart the computer. Now redisable EIST and check for the multi inconsistancies. This will say weather or not it is the OC at fault, or a processor issue.

I think that may have resolved it. After resetting the CMOS I left the BIOS in default except turned EIST off which in turn disabled and greyed out turbo boost, I'm now at 133x20 and haven't seen it change. I will keep an eye on it for a day and see if anything happens. Thanks so much for all your help!
