not even, maybe $75 if he's really lucky. And there'll be basically no way to upgrade it, unless if you consider the PIII an usable upgrade...

i bought my system new, its pretty basic it has a Celeron R runs at 2.4GHZ and it was cheap $194 shipped for a complete custom system with XP media and 512 ram ( i now have a gig), but im getting a gaming/multimedia/core 2 duo or quad core rig when i go to college. My Celeron works good for what i do internet, IM, and word. But to make it faster...sell and buy a new one. I'd say look for a good barebones system and slap a core 2 duo in it.
could i just put core 2 duo in my current system?
how much would that cost?
