All power circuits that work are grounded otherwise they wouldn't work.
For surge protectors and larger appliances like tv, air conditioners, desktops, etc. you would generally use a 3prong outlet with the additional breakered power strip. That way if a line surge is seen your hardware is protected further. Laptops won't draw the same amount as a full sized desktop model with monitor, printer, and other devices unless you add those along with it. Surge protection is still the smart move.

I'm not talking specifically about the ground prong itself. I'm talking about A ground. That's just how electricity works. If the outlet had power to it but it wasn't grounded then it wouldn't work properly.
