Ungrounded power circuit

Are you are talking about a two prong outlet as opposed to one seeing the thrird for additional grounding mainly for larger appliances? One of the two prongs is slightly wdier to serve as the ground if you note that many plugs will only go in one way only. That's due to the need for polarization there.
 
you would be ok, just get an adapter
or call an electrician and have him replace all the 2 prong outlets, to 3 prong grounded outlets
 
For surge protectors and larger appliances like tv, air conditioners, desktops, etc. you would generally use a 3prong outlet with the additional breakered power strip. That way if a line surge is seen your hardware is protected further. Laptops won't draw the same amount as a full sized desktop model with monitor, printer, and other devices unless you add those along with it. Surge protection is still the smart move.

in other words call an electrician and have your house upgraded to 3 prong outlets w/ground prong

Wholec house would probly cost 2500 with all new 14/3 wire (Thats the one with ground)

You don't have to necessarily have every outlet changed in an older house while seeing additional 3 prong outlets would be the thing to look into. The important is having things upto code. For major appliances and additional outlets in bed rooms or a home office that would be the item needed there.

I'm not talking specifically about the ground prong itself. I'm talking about A ground. That's just how electricity works. If the outlet had power to it but it wasn't grounded then it wouldn't work properly.
 
Often when using a reducer for using a 3prong plug on a 3prong outlet you simply secure the ground wire to the screw holding the platic or metal face plate on. You could use one of those if the laptop has the typica 3prong plug seen on the adapter.

For general use and major appliances if not already provided for with the typical 4 plug 20amp outlets you would then consider calling in an electrician to add a few if not the entire house itself.

For a computer station and other things like a tv having adequate outlets is the automatic consideration. When going to hire an electrician first consult the local better business bureau to see who is reputable in your area.
