Here's what I'm working with,

http://www.superwarehouse.com/Sony_VAIO_RB30C/VGC-RB30/ps/471790.

Before you say anything, it was a gift  it was an upgrade over the laptop I had at the time. The machine is mainly used for gaming and I can say the experience so far hasnt been too great.

Budget: .....LAWL! College plus my other "hobbies" bwahahaha...ahmm, unfortunately aren't going to allow me to get anything over the top. I was hoping there was some way i could upgrade the motherboard, power supply, cooling system, and add a video card while retaining all the other parts(case, HDD, dvd-rom, etc) $300-400 is the range I'm aiming for.

I guess my question is, is this upgrade possible with the current parts/worth it? Or am i better off saving a bit longer and building a new computer from the bottom up?

Honestly,
I played counter strike source on my dorm internet connection on this machine:
1.8 AMD 2000+ (combo with board)
Biostar KM8 motherboard (80)
1GB RAM ddr2 (45)
20GB hard drive @ 7200rpm (free salvage)
ATI radeon 256MB ddr2 (100)
550w power supply (80)
then a case and such
All from tiger direct and all for less than 300$

Cs isnt a power hungry game. Now my pc runs it at 200fps with everything up, but my old shit wasnt near as good as this. as long as you can play it doesnt matter about that graphics.

It all depends on whether or not you plan on buying a new pc soon. I bought this one the way it is so i can keep it for a long time and still be somewhat up to date on stuff. so i spent a little more money up front so i dont need to upgrade

This is entirely possible, your biggest issues right now are the video card and ram.

You have to take in mind though, 1.8GHz in AMD's words is like 2.6GHz Intel words... After all, a Sempron 2600+ at 1.6GHz is around the same as a Pentium 2.4

$300-$400 could build you a machine, desktop only and without the OS.
