Those temps are too high. Your cpu will have its lifespan drastically reduced. Your probably right on the case being a contributing factor. What size case, how many and location of fan, exhaust/intake? Have you cleaned the fans recently?

I don't know about prices but you should try and find out about warranty? Will airport security equipment harm motherboards or other components. What duties have to be paid? How much?

The selection of components look pretty darn good to me

Your temps are way to high... For example; This pc has a 3.0E(Prescott) and a Intel d865perl mb and as I type this the cpu is sitting on 29C. And that with a stock h/s, fan and thermal pad(same idea of thermal paste). Heat will shorten the lifespan of your cpu dramatically.

Small plastic electrical ties are great. The excess can be snipped off. They can be found in various colors also. Super glue,crazy glue eats rubbber, I'd avoid using it.

Your going to have to remove all thermal paste and reapply proper amount. The h/s and fan have to be properly in place or you'll burnt out your cpu shortly. No cable ties,vice grips, welding etc.

17C for a running porcessor is not accurate. If I shut down overnight andcomponents cool, upon startup cpu and Hdd should read the same,consisant with house temps, slowly increasing.

I would not be depending on a second psu fan as a significant factor is maintaining proper temperatures within. If it was, it's not saying much for the other case cooling equipment..I wouldn't be worrying to much about it.

Removeing that "grime" off the fan blades is necessary to get maximum fan performance. Q-Tips dabbed in alcohol is the only way I found to do it properly and can be time consuming. Recently I cleaned my front intake fan and lowered my cpu temp by 7C..Well worth the effort
