    Have you tried using that PSU with another motherboard/CPU/drive combo at all? It could possibly be a mobo problem or something with the CPU. Also if you have not already try resetting the CMOS, it's fixed mroe random problems than I can name.

    RAM is the most likely cause along with overheating or a major hardware change. If you can get the ID of the BSoD (turn off automatic restart in the advanced tab of system properties menu) and post it up or search for it on google you might get somewhere.

    For your uses basically the cheapest one is the best one. You won't be playing any games on it so you don't need any hardcore gfx cards, an onboard one will work fine. In all likelyhood though I'd go with the Circuit City one, seems to be the best bang for the buck.
