Hopefully this isn't considered "off topic" but I did want to clear something up and you seem to know what you're talking about.That's not remotely true. Don't worry about the 3.0 and 1.0 spec for PCI-E. Maximum bandwidth =/= used bandwidth. The difference between PCI-E x16 3.0 and x16 1.1 is easily within 5-10% max. That's negligible.
Even with my ancient mobo, if I were to buy a PCIE 2.0 or 3.0 card and pop it in there, what you're saying is that the card would not work at maximum efficiency or output, however you want to put it but would still work for my application and be able to do the job? Hopefully I don't sound stupid but I've been out of the building community for far too long.
