this is the budget im loookin at so any suggestions try to keep it in the similar price range
i have no overclocking experience and i might do a little bit of that here and there with this setup

For about $25 more you can get an 8600 Ultra or GTS(not sure which one it is now). Should be better(hopefully) than a 7900 GT and is also DX10.
 
The numbers next to the +12V1@ and +12V2@ on the spec sheet, or underneath the +12V1 and +12V2 on the label. Since modern computers pull most of their power from the +12V rails, the available power on the +12V rails is far more important than the total wattage. You can get much more information by reading the PSU101 guide.
