black border on screen

Sir, I've had about 5 laptops to date, and all but one has borders around the screen when I enter the BIOS or boot Windows.
And I've had two LCDs as well. They both did this, but I found a setting in them that was called auto-zoom or something like that which would expand the resolution across the whole screen.

Newer LCDs may have this set by default, however.

Sigh, we can keep going back and forth regarding whos got what borders and settings. The thing is that my motherboard start up and windows splash screens never had borders regardless of setting or monitor type. I am still experiencing the same issue on a 2500 dollar 3d tv and 23 inch Asus led monitor

Would changing the windows splash screen image to an image with a higher resolution fix this issue?

Possibly, though I don't consider it an issue. The Windows 7 splash screen operates at either the 1024x768 or 1280x1024 resolutions, which is smaller than than your current resolution iirc.
Yes, it's possible, though I never tried it.
Though I don't see why you so desperately need to change it
