Dell 8300 Dimension PC

Our power went off and when PC was rebooted got this message:
Problem has been detected and windows has been shut down to prevent damage to PC.
UNMOUNTABLE BOOT VOLUME
STOP: 0X000000ED (0X87379C08, 0XC0000006, 0X00000000, 0X00000000)
Make sure anynew hardware or software is properly installed. Disable or remove any newly installed hardware or software. Disable BIOS memory options such as caching or shadowing. If you need to use safe mode to remove or disable components restart PC, press F8 to select Advanced Startup Options, and then select Safe Mode.
Only thing added/changed to PC was that I downloaded a screensaver at a site I have used before and believe to be safe.
However, F8 will not work and I cannot get into safe mode. What is wrong and how can I fix it?
