"Boot Failure" need bios help

Alright, well I've been trying to build my first computer and it is horrible.
Anyway, I'm currently getting the message "boot failure, press any key to continue", absolutely no extra info anymore. Used to be when I'd boot up I'd get "Pxe-E61: Media test failure, check cable, Pxe-M0f: exiting pxe rom", but that went away after I disabled attempting to boot up from network and changing priority to cd drive then hdd, as well as unplugging comp, popping battery, and pulling/switching the jumper.

So yeah, my current problem is "boot failure" with no extra info
I'm not to sure what is crap info that doesn't matter and what does so I'll try to provide as much as possible
-Motherboard: Intel DG31PR G31
The bios recognizes my hard drive, cd drive, ram, fans, cpu.
I have disabled boot to network, and because I don't have a floppy disk I changed my "ZIP Emulation Type" to hard disk, not sure what it means though.

Oh and I'm trying to install windows vista using a disk if that matters

But anyway, please help if possible, this has been making me so furious for the past few days.

Oh yeah, sorry if this is in the wrong section, there was a few I was debating between

Sounds like you've tried many options in the BIOS. So many in fact
that you may have switched one wrong.

Boot into your BIOS and Load Optimized Defautls.
Save and Exit.

When your computer restarts, keep tapping Esc until
you see the boot menu. Choose CD/DVD Rom.

See if that works.

OK So i did optimal default settings, and set it to boot CD/DVD Drive first (and yes, with the boot disk in the cd/dvd drive) I now get the error
PXE-E53: No boot filename received

PXE-M0F: Exiting PXE ROM

Any more idea's? Doesn't seem like I have any bad parts otherwise I wouldn't think they'd all be recognized in bios
Also I have my comp set to boot to ethernet as the very last option, and it seems from reading stuff that all these PXE things have to do with booting to a network.

Does it even attempt to spin up the CD/DVD? Also, are you using a commercial pressed disc or a homemade burned one?

Commercially pressed disk, and nope... plugged in and hooked up and all that good stuff but it won't spin the disk, is there any way to fix it or do i need a new cd drive?

Then it just goes back to saying boot failure without any error code, all the settings are back on optimal default except the order of boot: cd, hdd, usb, and now network boot is disabled

This is very depressing

Instead of just using Optimal Default and Save and Exit. Reset it by the jumper on the board or take the battery out for a few minutes. Start from the beginning again. Dont change anything other than setting the CD/DVD drive as first in the boot order and disable LAN boot.

Yeah I did try resetting it a few days ago like that, but I'll give it another shot and see what happens

So my current problem that I'd like to fix because it's probably a big one is that my disk in the drive won't spin, not sure that will get helped by resetting again because I don't think it ever spun, any other options? The CD drive I jacked from an old computer so I know it should spin

Also couldn't find any Press(--) to boot form disc option :(

Oh and to answer something asked earlier, yep, my CD Drive shows up as IDE on my bios as well as my hard drive showing up as sata and all that good stuff

The CD drive I took from an old computer (the only thing I took from the old computer) so I know it should spin, and I doubt CD drives work like HDD and decide not to work when connected to a different motherboard but I've been wrong before

Perhaps you have tried this already, but does the drive still work in that other computer if you were to re-transplant it?

OK
I'm going to sound like a total moron, but then again, I am lol...

So A) Windows vista disc is an "upgrade" disc which seems to mean i'm supposed to already have windows installed then upgrade to vista.
B)XP disc is probably just scratched and old
C) Ubuntu disc... works... the one of these 3 OS's I don't want lol

-Well, hopefully from here I'll download a new xp disc because I don't feel like downloading anything on a laptop that isn't mine, install that with my key, then upgrade to vista from there

Actually, the Ubuntu disc gets to
Loading Vmlinuz.......
Loading initrd.img...................
Ready.

Then doesn't really... go on from there

Havent done it in awhile, dont know how new your copy is, guess they will still let you do it.

Install it the first time without putting in a pin number, will give you a 30 day demo. Then boot back up to the Vista disk and put the pin number in this time around.
