If he goes into the settings and clicks on about, what version does it list under windows specifications? 20H2 may not be available yet for the system but you can get it manually by going here and click on update now.

It would be in their best interest to download the tool on that page and create a new usb with the latest version of 10 already on it since it won't have to go through all the updates afterwards in case he still has to reinstall windows.

I agree with @johnb35 you should really upgrade to Win10 20H2 as mentioned in my post before.
go to the windows media creation tool website (link below),
Windows 10 media creation tool website
choose the “update this PC“ option, you won’t need to create another USB if you use this option It will do an in-place upgrade to the latest version.
