I want to build a i7 860 system with a tight budget... About $750-800 if possible.
Hyper threading.Any particular reason you want to use an i7 860? If you're on a tight budget, and you haven't already purchased the CPU, I would suggest maybe an i5 750 or even an AMD 1055T.
The i7 860 chews up an awful lot of your budget. It doesn't make a lot of sense to have a high end CPU in a compromised, budget system.

as you are on 1156, why not save some and instead get:

instead? Saves you ~$88. All i series processors have hyperthreading, so you will still get it by going down to an i5 CPU, but save money
Would personally stay away from ASRock, especially as for the same price/less you can get a Gigabyte, MSI or EVGA board:

If I had to pick one, I'd go for the EVGA board
I personally not go for EVGA. it suppro video card at PCI Express x8. No good if running single card
