Can some one diagnose my computer's problem?

Try building the pc outside of the case and see if it reacts any differently. Put the motherboard on a piece of cardboard. You may have a short between motherboard and case or possibly a bad power supply. Also try resetting your cmos.
 
I tried the cmos, nothing has changed as for taking out everything from my mobo I haven't tried that mainly because im not even sure if I remember how to any more. I set up a RMA for my PSU because of the clicking but I fear even if they RMA it I will still have to deal with the Inadequate power being sent through my pc. The Gpu fans stop spinning once I reach the screen to log into a use. And my Ethernet port seems to not be powered either. Yet all my fans including the cpu fan will run the whole time.

Yeah didn't realize it was a dual rail psu until I looked the ratings on the side of the unit on neweggs picture. Definately get the cx600 he recommended.
 
Sigh update here, obtain the PSU it works fine, but im still getting the same problem the gpu fan will stop spinning once i reach the log in screen and the motherboards ethernet port wont stay lit either im just at my ends here maybe my mobo is the problem? Im not sure anymore

Never mind, you needed a new PSU either way. Now that we know the power is stable, we can confidently move to the next options.

Firstly double check that the PCIe power cables are connected correctly and that the onboard fan header is connected properly.

Then:

  1. Download and install this: http://download.gigabyte.us/FileList/Driver/mb_driver_chipset_amd9series_win.exe
  2. Restart
  3. Uninstall all nvidia software via add and remove programs.
  4. Download and install (but don't run yet) this: http://www.guru3d.com/index.php?ct=files&action=download&
  5. Restart
  6. Run Display Driver Uninstaller downloaded earlier for nvidia ensuing you tick the check boxes which remove the nvidia folder and physx, and you select the recommended restart option.
  7. Once back into windows download and install your latest drivers: http://www.nvidia.com/Download/index.aspx?lang=en-us
  8. Restart
 
I would ry all that but right now the computer wont get internet access since i guess the ethernet port isnt powerd though im not sure if thats possible, the cpu fan runs fine. and the gpu fan runs untill selecting a user

I would enter Windows in safe mode (via tapping F8 on start up) back up your files and reinstall windows.

Yeah, well I would definitely back up your stuff and reinstall at this point. You have stable PSU, a new GPU and with a reinstall of Windows, you will have removed a lot of potential issues in the troubleshooting process. Download your chipset drivers (link i put above) and install those immediately after the reinstall, restart and then let windows update install everything else. Then update the graphics drivers and report back.

If you don't have the install DVD, you can download it here (making sure you choose the correct one for your key):

Windows 7 64-bit Ultimate x64 English
Windows 7 64-bit Professional x64 English
Windows 7 64-bit Home Premium X64 English

Make sure you have your Windows and other keys copied. You can use MagicJellybean to see the keys if you need to.
 
What i can confirm is with the new power supply, when i plug into my room it no longer instantly shuts down the power in my room. But the GPU fan will still die in the same part of the booting up.
 
So i tried what Johnb said and put my motherboard on a piece of cardbard it still givs me the same problem. with booting up does this mean my mobo is bad?

UPDATE: So i rese the cmos, when you guys said to reset it i thought it meant just taking the battery out for seconds, but i learned i had to clear the jumper to which I did, now my computer will boot successfully all the time but the ethernet port and gpu fan will stop spinning/providing internet once i reach windows 7

UPDATE 2: Ethernet port was really not working becuase of my ethernet cable strange, considering the same cable work in my Xbox 360.
