Well, there are like 9 things underneath the motherboard(forgot what the are called) that raise it up off the case a little less than an inch if thats what you mean?

They are called standoffs.

Those are standoffs. They keep the motherboard from shorting on your case.

What's missing, is the I/O shield on the back of your case.

Yeah I lost that guy a long time ago haha. I am getting a brand new computer soon, with some really nice specs. But this computer here is very nice too, so I am just trying to get it fixed to work for my family back home to have. I just bought a screwdriver and air-dust cleaner, unhooked everything, cleaned it out, the PCI slots, cards, everything, left it unhooked for awhile, tried starting it.. nothing again. No surprise though.

Any other thoughts/ideas? Else I will have to wait for my uncle whos an engineer at intel to come to our house for christmas, then he will be able to work on it

You should > Benchtest the Motherboard
But it really sounds like a faulty PowerSupply
