CPU Running at a constant 100%???

I borrowed a X1950XT From a friend to try out in my computer to replace my 8600gt.

I took my video card out along with a few other cords (Just my front sound cords that i dont need because I have a sound card) and put his card in.
I also messed with my cpu(athlon 64 3400+) clock in the bios (changed value from 200 to 240) which I've never done before.

Whenever i got to my desktop it seemed abnormally slow and i just thought it was because I didnt have the video drivers. I downloaded the correct drivers and installed them and the problem didnt go away. I put my 8600gt back in and the problem still persists.

Random info that might help solve the problem:

When I'm in safe mode the processor uses the normal amount.
Operating system: Windows Vista Ultimate

Did i mess this cpu up with messing with the clock a little?:confused:

You may try setting the clock back to 200, but I would suspect there's something messed up because now you have both drivers installed, which may cause some sort of conflict... uninstall both drivers/any software that came with them, and then re-install the drivers for the ATI card.

Also, you set the clock from 200 to 240 - that's called overclocking, making components to run out of their rated specifications to get more juice out of them. When OCing AMD CPUs, you should lower the HT link multiplier from 5 to 4 - usually having the HT link running too fast causes crashes rather than abnormal sluggishness, but if you decide to keep your OC you may want to try doing that.

hasnt it just always been slow? vista on a single core 3400 isnt gonna be very fast at all

vista isn't actually that processor intensive lol

i'd suggest 2gb or more for vista, and why did you downgrade cards? my guess is the x1950xt would be on par with that card, but the 8600 series is direct X 10 whereas the x1950xt is a direct X 9 card.

Adjusting your clock speeds wouldnt effect CPU usage. There is a program doing that, more than likely a nice friendly virus. Check the TM and see what program is using all of the CPU.

Video drivers also wont effect how long it takes for the desktop to load up. That will only show up on web browsing and any 2D/3D app.

I do have 2gbs of ram and vista ran fine on my computer for over a year now.

Update: I reformatted to xp without my second hard drive plugged in and installed service pack 3 and ALL my driver updates and the processor was running at its normal pace. I shut down my machine and plugged my 2nd hard drive back in and started it up and my cpu is running at a 100% again!! I took the 2nd hard drive out again and my cpu is still at a 100%... Wtf.
