thats a pretty good question in my mind.
ram and hard drives deal with large files and actual data transfer and movement.
a cpu on the otherhand doesen't have programs loaded directly into it like ram and hard drives, it basicly does calculations, which could be VERY tiny pieces of data. even if you have a modern cpu that can do 10 million calculations a min, if the data of those calculations aren't even measurable by bits or bytes then overall that 10mil a sec could be less data per min then a hard drive can read/write.
