Hmm, your upload speeds are actually decent....

It will be hard to say how well a dedicated server will run with out testing it out first I suppose. You will still need to dedicate a machine though to the cause. You can't just have it run off a partition on your HD.

and i wasnt sayin about the hard drive im just using my laptop till i get that hard drive so the tests are coming from my laptop not my main computer which i was wondering might be different.

so basically buy and old machine or somthing and have that as the dedicated machine

or build a cheap machine to host the game. You can cut corners and save money by running Linux if the dedicated server allows it. HL2 has its own dedicated server package and that is what I used. I am not sure if other games do the same and it was like over 8 years ago.

well i have linux cd i reallyyy havnt used it much just in school but i want to make a COD4 server

You can use Linux to host a COD4 server; all you need to find are the files for the latest version (1.7.568) and copy ALL of your game files into the same directory you extracted the Linux server files to.
