Does CPU Multiplier Matter?

I wanted an even 4.00GHz overclock of my i7 860, so I set my multiplier to x20(max x22). Then I made the base frequency 200. My RAM multiplier was x8 to amount to 1600(my max RAM speed).

I was wondering if there is any downside of setting the multiplier lower than the max. I only changed it to make it be an even overclock.

Also, was getting 66 degrees as a high after stressing the CPU a bit. Is this a good temp?

Any feedback is greatly appreciated.

Thanks!

droping the multiplyer is fine. besides, it will make it easy to get more power later in the future when you MIGHT need it. and 66c under load is fine, although it could be a bit better with maybe a better cooler.

Higher FSB and lower multi (getting the same clockspeed though) will get you better scores in benchmarks, so I'd say it improves performance a little. It would probably increase temps a little as well.
