Well as the other have said, FPS tolerance is in the eye of the beholder. But generally, yes, if you can adjust the settings to your liking, and get 25-35 FPS, Then you're good. This is on average mind, If you were to get 35 as a max FPS in a resource-low area, the high resource, or graphically taxed area, or situation, can drop from that quite a bit, possibly resulting in stuttered or "slide-show" gameplay.
Some people argue that very high Frames (40-60) will benefit most in high-paced action games like first person shooters. I myself can't say they're wrong, but still don't see the necessity in anything over 40, except in the case I described above, In which the frames will vary according to situation.
