Steam does have to be running in the background, but you can run Steam in 'Offline Mode' so you don't have to be online all the time.

then you shouldn't have to dl, you should be able to install it off the disc that it comes with, activiate it over steam and then you will be fine, the only download needed then will be updates when they come out, which isn't often

I think you only need to log in once, save your login info, then click run in offline mode (and Im pretty sure you dont need internet after that but sometimes i've seen weird messages saying the game can't start without internet).

Yup. Once you log in once, you can check "Run Offline Mode" or "Sign in offline" and you can play. As far as installing the games from the disc, I have no idea how to do that.
