HELP-Very high ping, what is going on?

While his connection is slow, his ping on that test and from a ping to 8.8.8.8 shows that his ping in general isn't a problem. My guess is that he's just using servers far away from his location.

I'm banking on some sort of PEBKAC like a background download or malware.

That might not help. I used to play COD on a 512k connection. Played fine. There is something else wrong.

That's great! However, if you are keeping the same type of connection like AT&T DSL, higher speeds doesn't mean lower ping.
