Your security settings are still one thing to look over. After toying around with IE security settings some time back I found that it was easier to download updates that also were in self extracting files with exe extensions. What you may need to find now is a workaround for IE 7. Run a search with the title "can't download exe files" and you will find a ton of threads that go back years on this. Sometimes your ISP makes a change or your new firewall program will hamper download of any self extracting or self executing type files due to the coding.
Often they are seen as viruses even with the fresh install of Windows you just had. What you will probably need now is a way to allow an exception for executable file types. With SP2 and above antivirus is more of an issue as mentioned in the IE and OE features for XP at http://www.microsoft.com/windowsxp/sp2/ieoeoverview.mspx The main difference between all other file extensions and exe is that it's an executable compared to others that rely on a program already installed.
