The XP installer will remove 98 and the Fat32 primary as well. The problem will be finding drivers for what make and model laptop? While you can install XP onto Fat16/32 it's native platform is NTFS like NT/2000 and now Vista.
The problem there will that most of the original softwares for 98 will be useless on XP being not the newer version but normally seen on the different type of primary partition where MS Dos won't work. There's no uninstall Windows option since 98 or any other version is the actual operating system. Control Panel's add/remove programs feature is an option seen in Windows.
Simply booting from the XP installation disk will see the two options of repairing a current installation of XP or installing a new copy. The installer can also remove the present Fat32 primary and create a totally new NTFS primary but sees all files on the drive wiped out. You can also simply allow the 98 installation to be removed and install XP onto the Fat32 primary and later convert that from Fat to NTFS. http://aumha.org/win5/a/ntfscvt.htm
