I don't think my RAM is running at 800MHz..

Your RAM runs at 400MHz, but it transfers data twice per clock cycle, making it effectively 800MHz.

Go into your BIOS and see if you can change it to DDR2800. If not, the only way to get it to DDR2 800 is to overclock the memory by raising the FSB (which will raise the HT and also the CPU speed)
