I always wanted a rig like this when I was your age. I am now 19 and I have it, but only because I worked hard at high school, college and then got a scholarship for achieving all A grades at A level. Otherwise I would not be able to buy it.
Have you thought of doing some part time work, or maybe looking on something like Gumtree to see if anyone is flogging anything cheaply due to them updating their equipment?

If I tried that, I would have a 4000 litre tropical fish aquarium in my bedroom filling one side of the room that I could scuba in to clean, a miniature traction engine and a boiler test certificate to drive it on the road, and a massive rack of servers just for the hell of it.

Ok, so build a new system for yourself. It's not that hard.
It is when you don't know what you are doing. Especially with expensive equipment. That is why I got
@spirit to help build mine, as although I know how to do it, I was terrified of breaking something.
And by the sounds of it, if his father wont let him buy a system, he might not like the idea of handling sensitive parts that are worth three digits, especially if you can damage them easily.
I was going to make a smart comment about playing outside or something, as the graphics outside are a much better resolution than you will get on a PC, unless you are short sighted; but I spent most of my teenage years faffing with computers, so yeah... that would make me a hypocrite.
You never know, you might be able to persuade your family to help you out if you go out of your way to be kind, respectful, helpful and stuff, as then it will be a good argument to back up that you deserve one, so they might help out. I am not saying that in a patronising way, but just from experience in life, and how I was brought up. Rewards only come to those who deserve it and all that philosophical bumph.
