Internet lags every few seconds

For the last couple of week my internet has seemed much slower, online games are near unplayable, and I have to be very patient to load any online videos. While playing games I have noticed that the delay is not constant but rather every few seconds my ping will shoot from ~40 to ~400-600. I tried pinging google.com to see if these incremental delays showed themselves:

Any suggestions on how to fix this issue? Thank you in advance.

I can do a speedtest and get 6 mbps download, then do another minutes later and get 26 mbps download, or anywhere in between. There is no consistency and it has not always been like this. I left the router unplugged for about a minute the other day and noticed no change so then I left it unplugged for about 15 minutes, and again nothing.
 
I would have your provider come out and check things out. Could either be modem or line issue.
