Other than the noise... and the fact it might blow loose components off a motherboard, and hinder airflow through any heatsinks from their actual fans... It really would hurt more than help imo.
 
Sounds stupid but maybe you could put two on top and bottom angling toward the back? This would reduce the power the air has on the components... I don't know.

Noise is a factor yes but any decent motherboard shouldnt have components on that loose, and stuff like addon cards and RAM are secured in pretty firm

If you put it on say, a dimmer switch like you'd find in Home Depot you can use that as a fan controller to turn the fan up or down, it could work great as an input fan
 
Can't you set the speed as well, if you put a lower voltage to it, it may still blow faster than a regular case fan but not too powerful.
