Both are good, and you won't have to wait on a rebate. I'd probably take the Storm Scout, of the two, because it has a bit more room inside where heat sinks are concerned. They both have the same general interior design, though.

Drive bays? Those are places to put drives...Hard drives, floppy drives, or CD/DVD drives. The big ones that hold CD drives are 5.25", the ones that hold standard hard drives are 3.5" and usually internal, and the ones that hold floppy drives are 2.5". Typically, random gadgets like card readers and fan controllers will go in a 2.5" bay, since most people don't use floppy drives anymore. You also see those in 5.25", but it's not quite as common.

Laptop hard drives and solid state drives are also 2.5", but they're quite a bit thiner than a 2.5" bay.

What is the difference between drives and why is one better for an operating system?

One is a solid state disk. Thy are expensive, so it's economical to get a smaller one. Anything above 60GB or so is going to be ridiculously expensive. You install the OS and basic programs to that, and put all of your games, media, and other large things on the bigger drive. The bigger drive is a standard optical drive, which, while not nearly as fast as an SSD, is much cheaper, so you can afford a huge one.

The OCZ solid state drive is much faster than the Seagate hard drive. However, the Seagate hard drive has about 450 gigabytes of storage space while the OCZ drive only has about 27 gigabytes of storage space. If you were to buy a solid state drive that had over 120 gigabytes of storage space the price would be very very $$$.
