Low-spec machine shut's down after 10 seconds??

Guys,

just to give you an update after purchasing the new PSU the same thing happened i.e i powered the machine on and i see the error again and after 10 seconds it shuts down. So i removed the heat sink and removed the thermal past from the processor and heatsink and re-added it and place the heatsink back into the motherboard. When i turned it on, i saw the error again however the machine did not power down so quickly this time around. It lasted for about 1-2 minutes before it powered down. So i believe it isn't to do with my PSU but rather my processor or that i have not put enough thermal past. Another thing i would like to point out is that after burning the SeatTools dos iso file, i placed it into my DVD/rw drive but when i press the Any key to boot it does not boot, the same message appears asking me press the any key to boot from media. Is the hard drive corrupted?

Wait, so can you explain what happened to begin with
 
In the beginning after connecting all my components, i turned it on for the very first time and 2 things happened, the first thing is that i see the messages asking me to update the date/time on the bios settings, the second thing is that after 20 seconds it would shut down.

So i replaced the PSU with a new Corsair PSU, removed the thermal past from both the CPU and heatsink and re-added it and now it gives me an MBR error asking me to boot from a boot media and instead powers down after 2 minutes. I downloaded Seagate Seatools DOS iso file to boot the drive but when i insert my CDR it still does not boot and again shuts down after 2 minutes. Hope that's clear.

If it keeps forgetting date and time you need to flash the bios or replace the CMOS battery, I can explain that if it comes to it, have you tried reinstalling the operating system by wiping the hdd and reinstalling your OS on it if you can get that far? Do you get a bleeping sound when you reboot your machine, if so, how many bleeps? Is everything connected inside, like cables - RAM, if anything is broken or short circuited inside, it will short out or shut down? Unplug everything except the ram, cpu, heatsink and fan, and the power supply, and all the cables from the cpu and motherboard to the psu. Then try it?
 
I did what you requested. When i turned on the machine i saw the MBR error no beeps/sounds came from the machine. I inserted the Seatools dvd-r into my DVD drive which automatically ran a test which came out successful. I turned the machine of and turned it back on again and saw the MBR Error and then inserted my Windows 7 Ult Ed 64-bit DVD. At the Windows is loading files...... page it then shut itself down. It gets about half-way through the pregress bar and turns off.
