I bought this desktop just now, and upon starting it realized that I had to sign in to previous owners Google
Google account (which I cannot do), or set up my own Google account, which I do not wish
to do. What I would like to do is remove Google's control of the system, without formatting and/or reinstalling
an OS from scratch, and customize it to my own liking.
Any help is appreciated.

You mean Microsoft account? You really need to wipe and reinstall windows fresh. You can reset pc but make sure you remove everything.

No, I mean Google. It loads ChromeOSFlex from the get go, and requires that
you log in; but I don't have a Google account.
I'd go for the reset option; but I can't find the way to do that. I'm not sure what OS is on.
it 7,10 or 11.

Is there a browse as guest option available? If not, you'll have to research on how to reload that operating system. I'm not familiar with it but generally it will require a Google account to save history and bookmarks and other important things. That system is quite old as well so windows 11 would not work on it.
