My CPU is not performing as expected

So I just bought a gaming PC from the biggest deliverer in Scandinavia (Komplett.no). They have preset computer builds and you can also choose between a few chosen computer parts, much like Origin PC does it. And then they build it for you.

I originally wanted a i5 prosessor as they are all I need for gaming purposes. However, alot of the other components I also wanted was only avaliable with an i7. I opted for the i7-4820k as it seemed like a good CPU. Now I'm not by any means an expert on computers, but I would say im above average.

I got this computer yesterday, running the 4820k with an Asus P9X79LE motherbord and Corsair H60 water cooling. And now for the problem. The CPU is not performing at all of what I expected, 3,7 points on the Windows experience index you can find on the controlpanel (everything else is scoring a solid 8.), I'm using as much as 70% of the CPU from playing League of Legends and the remaining 30% on google chrome, leaving the computer REALLY slow...

Does anyone know what the source of the problem is? Could it be an error in installation? Or have i actually bought a crappy CPU? From what I've seen on other websites though the i7-4820k should be waaaaay better than this, even though it's not the best for my purpose.
 
You should try and download the newest chipset drivers for your motherboard.
You can find them on ASUS' website.
Download CCLeaner and use it avidly.
If that doesn't work I would just start an RMA ticket with Komplett. They have excellent customer service, at least here in the Denmark division.

Yea I've already sent an E-mail to the right channels at Komplett. I've purchased from them before, and they have, as you say, excellent customer service... so far atleast.

I'll try the other things you suggested too, tried installing the drivers via the CD that comes with the motherboard, but that was only compatible with Windows 7.

7.9 is the max you can achieve :)

My rig (in the signature) does 7.9 in all of the categories, which is a good example of why the WEI is a bad benchmark, because surely some GPUs and CPUs out there is better than mine :)
It's however a good a indication that something is wrong, because scoring 3 means you have a very low end system (which he does not). My Core 2 Duo E7200's score around 5-6 I think.

I have a few other suggestion to Holm though. Have you tried re-running WEI?
I find that it sometimes post low scores, but if you re-run it's fine.
Also, if you re-run it and it still posts a low score, check your BIOS settings.
If you aren't that familiar with BIOS and such, just go to CPU settings and click the 'OC Tuner'. It will automatically overclock your system (not sure of the clocks it'll reach on X79, but it's 4.43GHz on P67).

sorry but the score goes higher then 7.9, he is talking about windows 8.
 
try a clean install, with al the drivers, for windows 8.try to do other cpu benchmarks.
still low windows index and slow cpu benchmarks, rma.
if it is just slow in w index, and in cpu benchmarks its oke, then now worries and do not care about windows index.
 
You should run SmileMans benchmark regardless, but I wouldn't reinstall Windows just yet. Wait for Komplett's response.

I see it's been increased to 9.9 after a bit of research. Haven't touched Win8 enough.

Then run the 3 tests without touching anything else while it runs.

The i7 3820 scores around 13600-13700 points at stock to compare with.

I have NO idea why its acting up like this, and it's thoroughly annoying.
I've tried updating drives and such to no use. And I'm afraid I'm going to ruin the computer if I **** with the BIOS.
 
Have you tried returning all of your bios setting to factory defaults? I'm guessing your motherboard is having issues with your CPU. Doubt it has anything to do with Windows.

^Yeah, this could definitely be the case, since Ivy Bridge-e is so new. Are there any BIOS updates for your board?
 
My guess is your motherboard just didn't recognize the chip and set it to a safe default of really really low.
