New computer will not detect VPU

I just built my first computer. Everything seems to be up and running, however, the PC does not detect my video card.

Build:
CPU: AMD Phenom II x4 955 Black
Mobo: ASRock 870 Extreme3
RAM: GSkill 8GB ram (2 x 4GB) DDR3 1333
PSU: Coller Master 600W
VPU: Radeon HD 6850 (AX6850-1GBD5-DH R)
OS: Windows 7 64-bit

VPU is installed in the PCI Express 2.0 x16 slot (PCIE4). Power is making it to the VPU (I feel the fan turning). I also downloaded the installation file from the disc. However, the computer says it is only detecting the standard Mobo video chip. I tried searching for Hardware and that didn't work. Checked BIOS and that didn't work either.

Is there anything I can do to try to get it to detect the VPU? Or is it most likely it's a bad card and need to get another one? As I mentioned, this is my first build so my terminology and technical ability is fairly layman. Any help would be great, thanks!

Why do you have it in slot 4? It goes on slot 2. The first PCIe X16 slot.

Sorry, I read the wrong slot. It was inserted into PCIE2 slot. I thought maybe it was a bad slot so I tried inserting it into the other slot (Slot 4)...but still had the same effect.

A friend suggested that I disable the onboard video but not sure if that would work.

(side note, sorry for saying VPU....I meant to say the GPU. Brain was very tired when I wrote that).

Dont know how you coud disable the onboard if your not getting anything on the monitor, plus the 870 doesnt have onboard to disable. Did you plug in the PCie power connector to the card? Maybe try resetting the bios. Did you plug in the 4/8 pin CPU power connector?
