Overclocking is making a computer component run at a higher clock speed than the manufacturer's specification. Although there are many different reasons for overclocking, the most popular reason is to increase hardware performance. Overclocking can result in system instablity and sometimes even hardware failure if done carelessly.

A quote from wikipedia states that an overclock increases a microprocessors clock speed, seeing as a soundcard doesnt have rateable processor it cant really be overclocked in that sense. The only thing that governs sound output is the sound controller chip, you could say "well, i just changed ver the controller chip" but that isnt overclocking at all, its just an extreme mod that would probably have been easier to buy a new soundcard...... no
