They don't use upto 400watts. The use of the card requires a minimum of a 400w supply be used on the system. The actual recommendation for SLI and Crossfire dual card setups is the use of a 450w minimum supply to meet the power demands for there. But the cards themselves won't be using 450w! The 750w model would be far more then adequate.
 
If you are spending that much on a power supply, don't get a Thermaltake!!!
In general you're right. This Thermaltake is CWT OEMed, however, so far from a low quality unit. Still not on the top of my recommendations list, though.

would this 750w supply be good enough for the upcomming nvidia 80 series of graphics cards? supposedly they may use up to 400w...so i guess the rest of my core 2 duo setup would be fine on the rest of 350watts??
I've heard the rumors too, although i'm somewhat skeptical. As for whether they'll be adequate, there's no way to know until some specs are released. I guess we'll find out soon enough :). If it turns out to be true, supplementary GPU PSUs may become popular.

Even these units may be inadequate for an 8800GTX SLI, if you believe this

friend of mine has 700w version and its 14cm is super quiet so thats why i wanted one..plus 4 12v rails

that silencer only has 1.. screw that, i can get that in any psu..80mm fan? if its quiet then its slow and not moving that much air..since i only have 1 exhaust in my case, that being the psu then i'd rather have one that moves the most air at its slowest speed
 
The case here has three 120mm fans and a 140mm front intake to keep things cooled down around here. When you put in that large of a large supply you will want to keep those temps down with either larger fans added in or even consider a water cooled system. A new case was ordered here just to keep board temps alone down.

The single +12V rails is one of that PSUs biggest advantages. G80/R600 GPUs may pull too much amerage off any one rail for a unit like the Thermaltake to be able to cope. In fact, PC Power and Cooling are set to release a new version of the TurboCool 1KW with a single +12V rail, specifically to cope with G80 SLI, and this is one of the best consumer grade PSUs available.

The idea is that the PSU fan cools the PSU, the case fans cool the case. Adding extra case fans would be the choice.

That's the single card recommendation :). nVidia's recommendation for SLI G80s is a massive 800W

If you're after a quad rail PSU, with a larger fan, the Silverstone ST75F is a better unit than the Thermaltake. Either should be sufficient, but SLI/CF may not be advisable. Of course, we won't really know until the GPUs are released and tested.
